Milage will vary but generally speaking the time to clear the L4s for sub optimal BS will eclipse the added bounty and rewards. But I'd go on a limb and say it is prolly about lev3 on mastery with T2 tank to get started at being efficient. And then vastly improving as you get the T2 guns and supports/drones maxed out. If you are going to use a battleship for this then warp speed rigs are going to be a must have and the implants are also very good to have.
