I wonder if it didn't spawn them Yeah that does not seem right. The volcanic maps always have quite a few of the cryo plants that make a white-ish cold zone around them. You will then build a few wind turbines and a radar in those areas. It really helps if you have already done some uranium mission so you can upgrade your radar for much better coverage.You might ensure you have a save game, then leave that map. It will warn you about no outpost. Leave anyways and hopefully it will give you a new map to explore that should have the cryo plants.
